I'll address each of these under the questions for readibility sake:

IMO, the conference was great. I was dissappointed when it was cancelled last year but am happy it's back. I can't compare it to DevCon because I've never gone. Like you, I'm on a limited training/education budget so since I work in Toronto and the conference is in Toronto it's pretty much a no-brainer where I'll go each year.

From the sessions I attended my favorites, based on finding them interesting and getting something out of them I will actually use, were:

Ken Levy's various XML sessions
Doug Hennig's session on building Developer Tools
Rick Strahl's session on Internet enabling VFP Apps
John Peterson's session on Integrating VFP and Office

The conference bergan an ended with the phrase "Visual FoxPro Lives!". VFPCOM utility was discussed, which is now available for download. Also an interim release of VFP 6 is coming soon, which most of the presenters already had, which adds a new choice to the project Build for multi threaded com files.
