Think of it this way:
A rule of UI is that the same action cannot produce two different results. If clicking on an empty grid added a new record, but clicking on a not empty grid did not, or did only under certain circumstances, that becomes counter-intuitive.
Some people code interfaces where control captions and functions change depending on the state of the container or app. Not me :-)
