You can tell if anyone has the .DBC open by attempting to OPEN DATABASE EXCLUSIVE. If it fails, someone has the .DBC open. It won't tell you who (you need to use tools other than native VFP commands to determine what users have the file open, and the details on how to do this vary depending on what the network environment is and what privileges the current user has on the target file server.)

That someone could be you in another datasession, or in a separate VFP session on the same machine.
