I guess this really is a philosphical debate. It would be nice to have a simple ocx to drop on a form to read HTML. Problem is HTML is not so simple anymore. With the need for frame, active-x, java, client side maps animated gifs and more all pushing the client browser harder, the ability to create a simple html.ocx is real hard. MS approach to use OLE automation of MSIE as an ocx (what webbrowser.ocx essentially is) I think is the only real logical approach. It allows you to keep you html.ocx up to date with the latest changes in web technology. Yes its a price to pay to have the end users need to install MSIE, but its still free for now and the added flexibility, especially if plans to more tightly integrate MS's Internet Mail/News app into MSIE come to fruition, have definite advantages.
