The upsizing wizard will 'create script only' to upsize your database, and not execute it... then you can take that script and run it in ISQL at some other site...

However, I believe the Wizard opens the connection as you go through it, and I am not sure it would work without having a server available to connect to. You might be able to modify the code of the wizard so it doesn't connect to the server.
