You're right about that, it's unreasonable (maybe "stupid" is a more direct word :)
It's all the Y2K hyperbole, mostly by people who know virtually nothing about it. The way they're certifying us is nearly ridiculous - we have to submit all kinds of bureaucratic forms with just the correct language to make them happy, but no one comes around to even take a glance at the software or hardware, it could be full of Y2K bugs...January 2000 should be interesting :)
