I suspect that the error relates to "virtual memory" or diskspace not RAM. I know tmpfiles is defined as c:\temp but I believe that some stuf goes to the Windows temp directory. So, could be that you don't have write/create access to the directory VFP wants to write to, or there's not enough space there. This is my WAG.
