The best I came up with (without spending too much time) was to keep track of the current slider position with a form property and have it spring back to where it started when a user tries to move it. Kind of neat, actually, but it might be frustrating to a user :)

OK... heres a dumb one... can't you turn OFF the scroll bars and either put your won on the form, or turn them on when you do want the user to be able to click on them.
