Can anybody shed any light on this error message?

OLE Error Code 0x80040112: Appropriate license for this class not found.

I set up a test MAPI message for Outlook on my PC at home, tested it on my old notebook which has not got Outlook loaded and it worked. Got to work and tested it here and this error comes up. I have checked and found MAPI32.dll (whether this is used or not I don't know). I presume this error is something simple. Any info would be appreciated,
