>COMPILE CLASS never removes deleted records. It simply updates the ObjCode memo fields by compiling the Methods fields. Sometimes the Class Designer will remove deleted records things aren't cached, but the best thing to do is make yourself a PRG that builds or APP/EXE/DLL/etc., then at the beginning of the project before the BUILD command, open all your VCXs and PACK them, which will insure that they are compact before being added to your application.
How about pulling that PRG into the project hook? Make it automagic.
