I had a similar problem and using the 'depends.exe' utility comming with VS6 i discovered that the setup wizard didn't include a required DLL (in my case it was VBAME.DLL [Middle East Support Library]) once i copied it to to the WinSys directory (using the Setup Wizard) everything worked just fine.
