You need to create an ICO file that contains both 32x32 and 16x16 versions of the icon. Look in the UT Knowledge Base. The FAQ section has a couple of articles on how to do it. Search for "icon".

Once you have modified your ICO file to contain both sizes, you will have to remove the icon from the project and then add it back again for VFP to use the new file.
