Yes; there are several API calls that you can use to read and write memory locations. Take a look at the source code for CLSHEAP; there are UDFs to GetMem() and SetMem() using RtlCopyMemory().

You're probably going to hurt yourself badly, since the memory map under Windows is very, very different than the memory map under DOS. You can (and likely will) GPF (or C0000005) out VFP if you attempt to access memory in the linerar address space that (1) isn't defined or (2) isn't owned by VFP's process or explicitly shared to VFP by its owner.
