I'd convert to seconds, compute in seconds, and convert back.

nNumSecsElapsed = (3600 * nNumHrs) + (60 * nNumMins) + nNumSecs
#DEFINE SECSPERHR 3600 && 60 * 60
nTimePerMileInSecs = (nNumSecsElapsed /(nDistInMiles * SECSPERHR)
