Unfortunately, it's not legitimately available except sold as a part of a new system, or as a part of an MSDN Professional or Universal Subscription. You'll need to contact a systems vendor to get it. It is not an upgrade to original Retail Win95.

Your best bet short of an MSDN subscription (significant $) would be to install a copy of IE4 or later that supports the version of Win95 you're running, or find a vendor who has the Hebrew-Enabled OSR2 and buy it from them (there are several vendors in the states who will sell the US version of OSR2 with a new drive, but I don't know of anyone I deal with who stocks the internationalized OSR2.)
