What version of NT 4.0 are you running? The current build is 1381; you need at least SP3 (SP4 is out and stable at this point.)

The current version information can be viewed through Windows NT Diagnostics (Start Menu/Programs/Administrative Tools (Common)/Windows Nt Diagnostics) on the Version tab of the pageframe.

You might also try downloading the updated Setup Wizard for VFP6 from http://msdn.microsoft.com/vfoxpro/downloads/updates.asp if you haven't done so previously.
