I can't remember if this is the exact same error we were getting or not, but we ran into the same problem when trying to make, but everything would compile fine. The problem was a bug in VBAssist(a third party IDE utility). If you are using VBAssist, my guess is that is your problem. We got around the problem by doing our make from the dos command line, but the latest VBassist has the problem corrected, although no acknowledgement of the problem was ever mentioned.
