You may want to check out Steven Black's INTL Toolkit. It has a great reputation as a tool for creating multi-lingual apps. It costs $600 to $700 USD, but I suspect it will save you a lot more than that. There are a lot of issues around multilingual apps so you might as well take advantage of Steven Black's experience.
