And you installed the runtime files on each workstation, correct? The runtime components need to be installed locally on each workstation; it is not sufficient to just put them in a shared directory. The error message you are getting indicates that some or all of the VFP runtime support files are either missing or the registry entries point to an incorrect directory on the local machine.
I'd check the registry entries on the machine that are associated with the VFP runtime files; check to make certain that the following minimum set of registry entries exist; if they don't, the runtime hasn't been installed properly:
