it is a matter of the country-specific version of VFP 6.
I installed the German Version on a Windows 98 PC and got the
same error again. It would be interesting whether it is possible to create the .exe using Win NT4.0.

Maybe you should use the English version to create the .exe and use the
Spanish Version to create the Setup Disks to include the Spanish Runtime
Files. That's what I do.
