When creating an application based on the framework, what is the best way to handle the resource file for multi-user access. It seems like if I put RESOURCE=OFF in the config.fpw, it gets changed to ON during the application objects AddChildren method.

When I step through the code, I can see the oEnvironment object created and the SET method get called. It then uses the cResource property to determine if Resources is ON or OFF. My question is, when and where do I set the cResource property?
