I need to back off a bit here. I'm not sure that non-MS apps (WP, Lotus) conform to this "standard". But MS applications have done it since Win 3.1, and in fact, FPW 2.6 also behaved this way by default (F10 activating the menu, unless an ON KEY LABEL is in effect).
