The easiest way, if you can spare the space on your local hard drive, is to copy the .CAB files to a directory on your hard drive, so that Win98 can find components there when it looks. Then create a Registry value under HKEY_CURRENT_USER\InstallLocationsMRU (the registry value's name should be a single letter) that points at the directory holding your .CAB files. Then edit the Registry Value entry MRUList under the same registry key to include the letter you've assigned the .CAB directories to.

Example:

Under HKCU\InstallLocationsMRU I have 6 entries
a          E:\WIN98
b          C:\WIN98CABS\
c          C:\WINDOWS\msdownload.tmp\AS323791.tmp\
d          C:\WINDOWS\TEMP\IXP000.TMP
e          C:\WINDOWS\msdownload.tmp\AS326421.tmp\
MRUList    bdeca
So when Win98 looks for components, it searches the b directory, then the d directory, then the e directory, then the c directory, and finally the a directory - if it can't find it in the 1st 4, it asks me to mount the Win98 CD in my E drive, and then lets me go browse for it. Some utilities like WindowsUpdate may change search directories around, but they seem to leave the a and b entries alone, rearranging the sort order of MRUList based on the most recent find location. I edited my registry to include my default .CAB file directory by hand.
