There is an HTML print driver available for Windows 95. It was part of Microsoft's free PowerToys utilities.

I searched the net and found it at http://www.rad.kumc.edu/win95/addins.htm
The filename is HTMLDrv.exe

I've played around with it before and it did a pretty decent job. Basically you setup the print driver and select it as your printer when printing a report. It will ask you for a *.html filename and then it converts the report output into an html format.
