You can construct a translation table using the CHRTRAN() function in VFP to substitute one character set for another.

There are a number of third party external tools like Monarch and Data Junction that would handle the file conversion issue, but they're not necessary in and of themselves, if the sole issue is translating the character set. In fact, the odds are very good that the software pulling the EBCDIC file to the PC and transferring it back to the host can also handle the translation for you; I'd start checking my options there first.
