Clearly, you cannot possibly answer all of the questions here. Better to ask who has done any work like this and cultivate a relationship like that, instead of asking right away, how much is it going to cost......

May be i was not clear. What a was looking for is the hourly rate of a person
who know how todo that, we dont want to receive a application already done we want some tips (ex : sending "tail -f" to a unix server) to do the application and we are willing to pay for those tips to encourage responses.
In short we want a person who can answer our question about this.
