Right. It's Foxpro main screen.
I thought for sure that your config idea would be it...but it didn't work.
my config.fpw is:

SCREEN=OFF
CATMAN=OFF
MVCOUNT=512
memlimit = 80,2048,5128
CODEAPGE=AUTO

I've got the distribution kit, and I've made Exe's before, but I've never made one that never needs to have any screen I/O
