Ever since I've installed VS 6, every time I start my PC, it want to access the internet. Since I have dial-up access only, this is a pain.
Now, it tried to dial out because I wanted to access help, which is installed on my local hard drive. This seems vert inconvenient, and more than a little ridiculous. When I canceled dial-up, Help hung.

I know I need (and am using) IE4, but this is silly!

Is there some setting I can change so that it won't try to access the internet unless I want it to?
