The Server service is the service that publishes shared resources to the network; without it, other people won't be able to get at shared printers or file spaces.

I've gotten this error where I was unable to expand the NT swap file. Check the settings for Virtual Memory in the System Applet of Control Panel, and make sure that you've allocated a minimum of (Physical RAM + (number of processors *11)) MB. You may need this to be larger; the inNT registry can't expand to a size >25% of swap space, so if you have a large or badly bloated registry, you may need to expand the swap file space available to NT.
