Of course, you are right. This is the best way. I think what happens on he real world though is that maybe one out of 3 people smoke in bars. So if I opened a bar that didn't allow smoking, I am automatically losing 1/3 of my customers. One owuld hope that the number of additional customers that the bar would attract by its no smoking feature would more than make up for the lack of smokers, but maybe no bar owner wants to be that adventurous.

Maybe the best way is to require that bars that allow smoking implement extensive ventilation to minimize the second-hand smoke. I for one, would spend more time in bars hanging out if I didn't have to put up with stinging eyes and wreaking clothes and hair.
