Not how a "twit filter" works; the user has to decide who qualifies as a twit. It isn't a mechanism to keep people from posting, just a means of avoiding seeing the messages arriving from an annoying person.

IOW, you get to choose what part of the discussions you see based on originator. Although, anyone who puts a sysop in his twit filter deserves whatever he gets...
