I've just tested this with VFP6 and Outlook 98 and it worked perfectly. I think the quotes will go in the property but when it sends, they are ignored. The only thing I can think of is NetScape (I've not got this installed anywhere so I can't test it). I've now tested the class with all combinations of VFP and Outlook. Try changing to put the name in RecipName (this failed - had to put this in DisplayName instead to make it work). I got that bit of info from DF's website example.

It looks like you may have to go for IE to make it work properly. See if you can try your exact code on an IE installation. If it works, then Netscape is the problem, if it doesn't then send me your code and I'll look at it.
