Lots of things could cause this; FPW is a Win16 application, and relies on 4 special system heaps that are a legacy from Win16. These special heaps cannot be larger than 64K in size, and are shared across all Win9x sessions. One in particular, the GDI heap, can easily be overwhelmed by high-resolution, high color depth, lots of installed fonts, and lots of icons on the Desktop. The net result is that the GDI gets exhausted by complex window content (lots of controls, for example), resulting in a relatively unhelpful 'Out of Memory' error being reported.

If you suspect the GDI is the culprit, try reducing the size and color depth you operate at, remove any fonts you don't need, and clean up your Desktop. If the problem disappears, the GDI is probably the cause.
