have a look at this book:
Data Modeling Essentials : Analysis, Design, and Innovation
(Vnr Computer Library) by Graeme C. Simsion
it has one chapter about the time dimension in an
ERM Model.

History is not easy to modell, the solution depends
heavy on your data and data model, a time stamp is
sometimes a too simple solution.

Another approach for modeling the time dimension is
the fact and dimension tables from the dimensional
modeling used in data warehouseing. Very good for
(ad-hoc) queries, not very easy to update.
