Simply copying files to a computer or making them available in a shared directory is not an adequate installation of the VFP runtime. There are considerably more files required by VFP, some of which require registration, as well as registry entries that need to be created beyond the self-registration of components. You need to make an install using Setup Wizard, including the VFP runtime files, and then run it on each computer that needs to access your application but does not have VFP installed on it already.

The exact list of files required by the VFP runtime engine are listed in a .DEP file in the DISTRIB.SRC subdirectory; in addition, there's a sample .REG file that lists 4 registry keys that must be created to make VFP6 runtime able to be found by VFP6 executables. You can use the .DEP file to help outline the install process using another tool like InstallShield, but you must install the runtime, not just copy the files. In addition, there are shared components which may need updating. the easiest solution is to create a Setup Wizard install for the executable.
