This indicates that some component needed by MSCOMM32 is missing from the system, or may not be registered. You can use the DEPENDS.EXE program that comes with Visual Studio (it's one of the common tools in Visual Studio) to examine the file dependencies; it will tell you what components it expects to find and what entrypoints are needed.
