I bought Wise InstallMaker, the lower end of Wise Install products and find it quite good. It knows which files to install for VFP5 and 6, and how to place an icon on the desktop. It also supports several different languages and has a smartpach feature to let you update customer sites. It took me a few hours to understand how it works, and I don't consider myself pretty brilliant...
