I've been using Setup Specialist for my VFP5 apps. The interface is completely visual and easy to learn. I believe that it will do what you want. You can get a full-featured trial version. Registration is only US$89.00.

My only complaint with this product is that its documentation is a little sparse in some areas, but I've always been able to figure out how to get things done with some experimentation.
