If you always want it createdwith the forms in the formset.
If all forms in the formset need the same toolbar layout.
If you won't run other forms that need other toolbars called by forms in the formset.

I prefer the flexibility of a form manager and toolbar manager.

There is no right or wrong way of doing this, different techniques meet different needs.
