PB used to be an independent company, and it was mainly used for building front-ends for Oracle and Sybase. Now that Sybase owns PB, I see a potential conflict of development interests with respect to maintaining full capabilities with newer versions of Oracle.
With that said, there have been numerous threads on this. In summary, users felt VFP was much easier to use, better OOP, inheritance, etc. Even though the learning curve for VFP may seem steep, the curve for PB is harder. I also believe the costs for VFP plus all other associated costs are lower than PB as well.
