That makes sense, if the Builder calls, SetProcsAndLibs, which calls BuildMetaData, which looks at your project to build metadata...

Also, as I said, if you manually edit metadata, and remove debug.txt from your project directory, metadata is not rebuilt when debug.txt doesn't exist.
