REGEDIT or REGSVR32? I know it's doable with REGEDIT, and it's certainly easy enough to create a .REG file to add/modify registry keys (it's a text format), or an .INF file, which allows for deletions as well s addition and modification.

And of course, there's always the Windows Scripting Host...
