Currently, I've some tools to handle some Win 9X Control such as
WinHacker, Tweak UI, HiddenOpt

All are user friendly interface, for last HiddenOpt is a very small execute file
which can do many Things include hide Shutdown option in Start Menu..
But it request to Reboot the computer to make it work...

So, I suppose there will be a simple setting on register to DIS/ENable it!
I need to make a simple Batch at StartUp Folder to Disable the shutdown.

Anyway, I will search on Zero Administration Kit in M$.
