have tried to monitor the network ?

Are your Win95/98 PCs running only as clients ? If yes (if you don't need to share any files or printers from one Win95/98 PCs) than go and disable on every of these PCs the "services" for printer and file sharing (sorry, I have no Win95/98 PC at hand now and I don't now from my memory the english term)). Why this ? Because it may be a serios performance bottleneck in a network. These services are not aware of the same services running on the next PC and are sending every xx minutes a broadcasc and so on, which can bring your network performance down. This is a problem in peer to peer networks, or mixed networks (there is a dedicated file and printer server but also peer to peer "services").Hope this helps.
