Several questions come to mind:
Why do you need a 15M exe? Even if you break it in smaller parts you will need lots of small pieces to make the program easy to maintain and upgrade.
Are you installing the exe in the same directory/path than your project?
Is every exe setting the right path?
Are references in your code absolute or relative?

Afraid there are many places to look for the right answer.
