If the targeted users are running under Windows, Adobe Acrobat format is pretty universally accepted and supported. the Adobe Acrobat Reader is free; the print driver must be purchased from Adobe. There's code here on UT from Rick Strahl that simplifies using the Acrobat print format.

If you need to support users outsidee of the Windows environment, you migth consider using Encapsulated PostScript; a generic PostScript driver is included with Windows. You'll need to get PostScript viewers for all supported environments; the Mac is easy, and other platforms can be supported using GhostScript, available in source code format as a part of GNU. Using the GCC compiler, it can be made available for most Unix environments, including Linux platforms, Windows, OS/2 and a number of others, but EPS format is not as widely accepted in the Windows environment (Acrobat integrates well with things like Web browsers, and is easy to set up so that PDF files can be instantly associated with the Acrobat Reader.)
