See my earlier conversation with Erik Moore --> in the Foxuser.dbf details can be made readonly by changing the readonly flag. So, place your items in the appearance that you want them set and make it readonly. Even if the user closes the toolbars, they will appear with thhe report in the next session.

Maybe you could use release bar to remove the standard popups and and add in your own?
