The Help Viewer requires that Microsoft Internet Explorer (version 3.02 or later) be set up on a user's computer. (From http://msdn.microsoft.com/workshop/author/htmlhelp/distrib.asp)

To bad, a runtime DLL would make perfect sense. I may have to abandon HTML Help because some clients refuse to have IE installed just to have this type of help.
