If you're using the original distributed Setup Wizard that came with VFP and you haven't applied the current Service Pack for the version of VFP you're using (VFP6 SP3 will report as version 06.00.8492.00 for the build from VERSION(1); VFP 5 with SP2 reports as version 05.00.00.0415) try applying the current Service Pack for your version of VFP from msdn.microsoft.com/vfoxpro/downloads. You'll have to recompile your application and create a new Setup Wizard install after applying the service packs. The original versions of VFP5 and VFP6 had Setup Wizard issues that were at addressed in the Service Packs.

If doing this doesn't help, or you've already applied the most recent Service Packs, please specify the exact version and build of both the operating system and VFP in use, and the Setup Wizard error that you're running into. If the error only happens in specific circumstances (like if installed from a network drive or something similar) you need to describe the conditions that create the error for you.

If you're using any third-party ActiveX Controls, and Setup Wizard is reporting that it can't register the control, you're probably missing some component required by the ActiveX control on the target systems.
