Yes and no.

Ted Roche did a panel on HTML Help at FoxTeach '99 in Toronto. If I remember correctly, he said that what the client actually needed 4 dll's that could only be _legally_ distributed with a full install of IE.

If I do not remember correctly, I invite someone who does to set me straight.
